Narrows the obligations a catalog item reports. The same shape as the complianceObligations query's filter, cut down to what a per-item read can vary — the item and its route are already fixed by the field's parent.
Keeps only obligations whose program's ACTIVE questionnaire asks something at these levels; null/empty = every obligation. Pass the same set the client renders, so an obligation it would open no line for stops raising a flag.
